How do I control audio applications (like iTunes or Spotify) in Windows using programming (any language)?

My keyboard and other applications allow me to skip tracks etc. How can I achieve this? I guess I’m looking for some Windows API?

You get the SDK (software development kit) for the application (from the application’s publisher). That will have the API (application programming interface) hooks that you can call for specific functions. It varies not only with the application, but with the version of a single application.
