Can you have a default graphic equaliser on Windows XP?

Question by It is me: Can you have a default graphic equaliser on Windows XP?
Is is possible to have a Graphic Equaliser installed on XP which will come up with the standard volume/control settings in windows. Or is this to do with the sound card software? Just want to make Spotify music sound better.

Nothing will be added to the standard volume control. You will need a separate application.

    This has to do with sound card software.
    I have a Realtek soundcard and it has that feature
